OK, I was curious about these because of the price and was wondering about the video, too, which depicts an awkward way of preparing, holding and throwing the streamers. All I had to do was peel the tape off, kind of give the stiff paper cladding a bit of flex and loosen the soft paper back a bit so it didn't snarl the coils, but left enough on too hold the coils together. I tore off the excess stiff paper leaving just enough to wrap it around the pack of coils and then stuffed it into a holder under my vest. A good quick underhand toss the streamers opened these to full length.
